Yes. Once your website is built and paid for, the code and all content are yours — the PHP source files, CSS, images, and any other assets. These are custom-built files, not a WordPress or template install. If there's a database involved, you get a full SQL export. If you ever want to move to a different host, everything you need to run the site elsewhere is handed over.
DIY builders are fine if you just need something online fast and don't mind a template. The tradeoffs: you're renting their platform (not owning anything), your design flexibility is limited, and builder-generated code loads slower than hand-written code. A custom site is built from scratch to match your business — and you own the files outright, so you can take them anywhere.

I don't do spec work — I won't design pages or build mockups before a project is scoped and agreed on — but I can usually find a scope that works for a realistic budget.
